Yes you can uplift your instance, the steps to do this are described here https://repost.aws/knowledge-center/change-lightsail-plan
It's not possible to just increase the CPU and leave the memory unchanged, if you choose a target instance type that has more CPU you'll find that it has more memory too.
Also be aware that once you've increased the instance size, you can't decrease it back down again.

This is strange. Our instance is listed as 1 GB RAM, 1 vCPU, 40 GB SSD and yet when I look at that link you've given this isn't listed. All have 2 x vCPU's that I can see.
This plan looks correct and I think the price is the same with the big increase for having a public IP4 addresses from this month:
1 GB Memory 2 vCPUs*** 40 GB SSD Disk 2 TB Transfer*
Should I be able to change to that plan?

It could be that your instance type is no longer offered, but still supported and maintained for existing users. The Wayback Machine shows that AWS used to offer a 1CPU & 1GB instance a year ago but that's gone now https://web.archive.org/web/20230525231805/https://aws.amazon.com/lightsail/pricing/
You should be able to change to the new plan you've identified. make sure you are familiar with all the steps in these documents before you start.

Hi there, It appears you may have Lightsail instances created over a span of time specifically before June 29, 2023 and after. Lightsail updated the instance plans aka bundles then and consequently a few of the older bundles provide a different vCPU count as compared to the newer ones.
1 GB Memory 2 vCPUs*** 40 GB SSD Disk 2 TB Transfer* is the newer equivalent to your existing plan. You can move to the newer plan using the link mentioned above or this direct link: https://docs.aws.amazon.com/en_us/lightsail/latest/userguide/lightsail-how-to-create-instance-from-snapshot.html.
