Before creating CloudFront, you must open a case with AWS Support under "Account and billing".
I have experienced the same error in the past, but I was able to resolve it by contacting AWS Support.

To resolve the issue where your AWS account needs to be verified before you can add new CloudFront resources, follow these steps:
Steps to Verify Your AWS Account
1. Log in to the AWS Management Console:
- Open your web browser and go to the AWS Management Console. https://aws.amazon.com/console/
- Log in with your AWS credentials.
2. Access AWS Support Center:
- Once logged in, navigate to the AWS Support Center. https://console.aws.amazon.com/support/home#/
3. Create a Support Case:
- Click on the "Create case" button.
- Choose the "Account and billing support" option.
4. Provide Case Details:
- Subject: "Account Verification for CloudFront Resource Creation"
- Description: Provide a detailed description of the issue, including the exact error message you received. For example:
"Your account must be verified before you can add new CloudFront resources. Please assist in verifying my account so that I can proceed with creating CloudFront distributions. Thank you."
- Category: Choose "Service Limit Increase".
- Service: Select "CloudFront" from the dropdown menu.
- Limit Type: Select "Other Limits" or the most appropriate option available.
- Contact Method: Choose your preferred contact method (e.g., Web, Phone).
5. Submit the Case:
- Review your case details and click "Submit".
6. Wait for AWS Support Response:
- AWS Support will review your case and respond accordingly. They may request additional information or verification documents.
