Is it possible to create view root account cost explorer reports from other accounts?

Question

We have a root account, where other accounts cost details are linked. Is it possible to 
1. Either have a delegated admin from member account to see the cost explorer.
2. Or exporting report csv to other account, and convert that csv into a cost explorer report?

Looking for AWS Billing natives solution (Not Quicksight / Grafana analytics solution)

The answer is no. You cannot a delegated account for Cost Explorer nor export/import data to another account. The only way to do that with an external solution, using CUR data and using Quickisight or other tool to view the data.
