No, Amazon associates do not have to be on the Amazon network to use AWS Skill Builder. AWS Skill Builder is designed to be accessible to both Amazon employees and non-employees.
However, there seems to be some confusion that can occur during the login process. If an Amazon associate is redirected to Midway Authentication (an internal Amazon system), this is likely an error. If you're using your Amazon corporate credentials to log into SkillBuilder, then you'll need to use a device that is capable of using Amazon Midway authentication. This device can be off of the Amazon corporate network.
