Has this actually happened, or you're just concerned that there is a chance that it might happen to you in the near future (e.g. payment card is about to expire, or no funds in account, or credit card limit is reached, etc.)?
This knowledge document gives some general advice for this scenario https://repost.aws/knowledge-center/credit-card-declined
If domain renewal payment has already been declined then raise a support call with AWS to progress this https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/domain-contact-support.html
AWS Console -> Support Centre -> Create Case -> Account and Billing -> Service: Billing -> Category: Domain Registration Issue
in the bill section, in the registrar service there is a caption of "x quantity" being x the times that renewal failed.
I've just got the same issue. So I lost my wallet and had to lock down my cards for more than a week, during that time the domain renewal kept recurring and failing. When my wallet finally returned I saw this $180 the billing report:
I'm not entirely sure what would be the final charge(maybe AWS will revert the stacking charges), but I ended up turning off auto-renewal and not updating the payment(I canceled all my cards before the wallet was returned).
