User with AdministratorAccess on my AWS account gets error when trying to setup EC2 instance: "Instance launch failed This account is currently blocked and not recognized as a valid account."

I added a user to my AWS account with "AdministratorAccess" permissions. When this user tries to setup an EC2 instance, they recieve the error "This account is currently blocked and not recognized as a valid account." It has been about a week since I added this user to my account.

Also to note, the user tried setting up the EC2 instance in US East (N. Virginia) or US East (Ohio) as was suggested by other posts that I found here regarding similar issues.

Further, I checked that my credit card associated with the account is still valid and not expired.

The error message dialogue should have gone on to say Please contact aws-verification@amazon.com if you have questions.

Did it say this, and did you try that email address, and did you get any reply?

If the issue still isn't resolved, consider logging a billing support case https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/billing-get-answers.html#billing-support Explain your issue and select contact method Chat
