Binlog is taking up space and not being purged

DB engine: MySQL

Version: 8.0

I've done this already:

call mysql.rds_set_configuration('binlog retention hours', 24);

However, binlog keeps growing.

    If you have read-replicas for this instance, make sure they are healthy.
