Glue crawler - Unable to create role

I want to create a crawler on my RDS database but I cannot create the role needed as it it disabled. The AWS console user I am using has admin level role.

1 There may be a loading problem with your browser, you can try another one.
2 Make sure you have all the necessary permissions, that you are not affected by any "Permissions boundaries" or any other element that denies you permissions
3 Try creating the role from AWS IAM console, to verify that you have the correct permissions.
