how can i make s3 bucket make public for single iam user or root user or owner of bucket

When i am login as a root user in aws console and try to open any object file from s3 bucket using object url in browser i am getting following error

<Error> <Code>AccessDenied</Code> <Message>Access Denied</Message> <RequestId>JTZXNVDSYH9ZKM73</RequestId> <HostId>pyGf1VYpvjATV3wBHn3fVCqeJnsaerNqThMQS1fdcA7hzC1gI9UdI7Z2OlJZ0aa1Q9oyl+3BRiE=</HostId> </Error>

So help me in this query, how can i allow any single user to access file using object url?

You can access an object wit Object URL only if the object is public (more information here). The Object URL does not carry any authorization context. Any authorized user can still download the object from the S3 console clicking on the "Download" button on the top right, or using the AWS CLI with the aws s3 cp command (see the documentation).
