This behaviour typically might arise due to AWS Account specific issues like compromised key on the account, billing issues etc. Please check if there are any pending action that needs to be taken from your end on the same. You could check for such communication on your primary email address as well as any cases created in AWS Account's Support Center.

having exactly the same issue. updated my billing, and I have no open issues in any of my notifications I can't open a support case, as it's not part of my plan
I am facing the same issue: houston, there's a problem we are unable to process your request. I don't see any alerts or pending payments for my account.
I am also not able to use Cloud shell. I am getting below error message: Unable to start the environment. You must verify your account before accessing CloudShell. To verify your account, contact AWS Support .
Not sure both are related.
Since it is a developer account, I don't have support plan.
