From my understanding you would like to turn off/disable automatic updates on your Windows 2019 server. The Local Group Policy Editor allows you to disable automatic updates.
To disable automatic updates on Windows permanently, you can use these steps:
• Right-click Start and click Run.
• Type gpedit.msc, and click OK.
• Expand Local Computer Policy.
• Expand Computer Configuration.
• Expand Administrative Templates.
• Expand Windows Components.
• Double click Windows Update
• Double-click the Configure Automatic Updates policy on the right side
• Check the Disabled option to turn off automatic updates permanently -> If the status for this policy is set to Disabled, any updates that are available on Windows Update must be downloaded and installed manually. To do this, search for Windows Update using Start.
• Click the Apply button.
• Click the OK button.
After you complete the steps, the system will stop downloading updates automatically. However, the ability to check for updates manually will still continue to be available on Settings > Update & Security > Windows Update, and clicking the Check for updates button to download the most recent patches.
If (in the future) you want to enable automatic updates again, you can use the exact instructions outlined above, but on step/bullet No. 9, make sure to select the Not Configured option.
