Leverage a savings plan to increase capacity

First a scenario for some context...

I have 20 t3.small ec2 instances, that cost me $200 a month, they are used as mqtt brokers and regularly exceed 80% of memory usage, triggering cloudwatch alarm I would like to enter into a savings plan that will have me paying the same amount (possibly slightly more) for the same number of t3.medium instances

Is there a tool to show what the difference in cost will be?
