Call AWS Support : find your regional number at aws.amazon.com/contact-us. Explain you're locked out, have been billed for years, and need immediate escalation. Ask for a supervisor if the first person can't help. AWS typically has good customer service when you can reach the right people. AWS account issue Form: https://support.aws.amazon.com/contact-us (there's an option for "I cannot sign in")

Thanks, but I don't find that page, it 404's. Looking on https://aws.amazon.com/contact-us/, I can't see any numbers best I can find is a form (https://support.aws.amazon.com/#/contacts/one-support?formId=contactUs) which I have completed but not got anything back.
