Do we need network connectivity to share resources using Resource Access Manager (RAM). I am particularly looking for sharing resolver endpoints. Thank you!

Hello.

No network connection should be required to share resources in RAM.
If you can share Route 53 Resolver Rules in RAM, you can resolve names without doing VPC peering.
