Couldn't create new Lightsail instance for three days

it seems there is a bug in aws website that prevented me from creating new instance. Three days ago I tried creating new instance and got this error, "Sorry, your can not create an instance using this Lightsail plan size. Please try a smaller plan size". I contacted account support right away and after waiting for 30 min in chat I got no solution and the rep told me to wait for few days until the lightsail service team send me an email. Over the last three days I tried creating new instance but without any luck and to this moment I did not receive any update about my issue . I wonder where the 99.99% availability promise comes from at this point.
