How do you specify the "primary contact" for Developer support contracts?

How does one designate who is the primary contact for an account?

You can refer to this page for accessing or updating the primary or alternative contacts for your AWS Account.

  • That page doesn't talk about support anywhere on it. Is the primary AWS account the only one which is allowed to submit technical support tickets?
