can't connect to EC2 servers on Ohio site

hi all,
I shutdown the servers on 3/5/2020 gracefully and since yesterday (4/5/2020 around 3PM GMT) I can't seem to SSH to my servers and I keep getting "connection timed out". The basic status checks look fine and I didn't do any software or network changes.

I am using mobaXterm as my terminal but I also can't get a ping from the CMD or any other CLI. my site is "Ohio" and I use t2.micro and t2.medium instances. I Even tried to create new instances, but I can't login to them either

I am having the same issue since yesterday (May 4th, 2020). I have now tried N. California as well as N. Virginia but no success. This is true when trying to connect (SSH session) via the Instances console/UI "Connect" as ec2-user as well as via PuTTy. I have logged the issue with Amazon support but have yet to hear back via phone or email. I have mentioned several times this is for a course I'm taking but have not received any replies or calls from Amazon. I am out of options without any assistance.
