Route 53 domain nameserver update stuck IN_PROGRESS 24+ hours, DuplicateRequest error blocking all changes

The UPDATE_NAMESERVER operation has been IN_PROGRESS for over 24 hours and never reached the registry (get-domain-detail still shows original nameservers). Every attempt to resubmit returns DuplicateRequest referencing the same operation ID.

I am completely blocked from managing this registered domain. I only have Basic support so cannot open a Technical case.

Can an AWS engineer please cancel/clear operation cf695909-19b8-47c1-9ee6-3725414cfb14 so I can resubmit?

Even if you're on a Basic Support plan (which would preclude you from raising a support call most of the time) you can still do so under Account and Billing -> Service: Domains -> Category: Registration Issue
