TLDR:
If you're seeing "Partner Account must be ACE Eligible to use this Feature" in Partner Central, you're on an outdated page.
Please do not proceed with S3-based ACE integration.
Instead, use the newer Partner Central API, which does not use the older S3 provisioning steps.
Problem Summary:
AWS, ACE partners might see the message "Partner Account must be ACE Eligible to use this Feature, contact us if you have any questions." in Partner Central.
(on page: partnercentral.awspartner.com/partnercentral2/s/acecrmintegration)
This page was use for onboarding S3 base CRM integrations prior to 2025.
More specifically, this page was only accessible for ACE Eligible partners, and only by a partner's Alliance Lead user.
This page is still active for partners who started using S3 for ACE integrations prior to the Partner Central API.
(For historical context, in the past, this page was referred to as the SSOB, Self-Service Onboarding Page)
AWS Answer:
As of November 2024, AWS now supports ACE integrations via the AWS Partner Central API.
Partners implementing a custom ACE integration can learn more here:
https://docs.aws.amazon.com/partner-central/latest/APIReference/aws-partner-central-api-reference-guide.html
Partners using the AWS CRM Connector from Salesforce's AppExchange should install version 3.x from here:

Though the older S3 integration required onboarding steps to provision S3 buckets, the Partner Central API does not include this step as it does not use S3 buckets.
Instead, partners now must link their Partner Central account to one of their AWS Marketplace Seller accounts before using the Partner Central API.
