Could you add some more detail here?
The way I read this is that your latency is too low and that's not normally what people ask about - so I assume that the latency from on premises to AWS is too high?
How are you accessing your AWS resource (via internet, VPN, Direct Connect)? I assume "server" means EC2? What region are you operating in? And where (roughly) is your on premises server?
If this is a production problem I'd strongly recommend creating a support case. Answers here are best effort and we (as re:Post members) don't have access to your account information so troubleshooting is based purely on what you can tell us here without giving us any personal information.
