Are we allowed to remove/disable Oracle default components like "Oracle Text" on RDS oracle instances?

With Amazon RDS for Oracle you don't have access to connect as sysdba to drop Oracle text.
If this is a mandatory requirement, you should consider Amazon RDS Custom for Oracle https://aws.amazon.com/rds/custom/

You may disable to enable feature using Option group.
