Since the account was suspended, this leads to the underlying instance getting deleted, and leaving a snapshot on Lightsail console. The instance can be revived from the snapshot with all the data intact. Please follow https://docs.aws.amazon.com/lightsail/latest/userguide/lightsail-how-to-create-instance-from-snapshot.html. Also the instance was probably stopped during ssh attempt. Could you please let us know if you are still face the ssh issue?

I already contacted billing support and they told me that the service is already active and that they do not see the technical part. He said that sometimes when accounts are suspended some resources are lost and that creates problems, but they do not say what those resources are and what the solution would be.
