delivery rate drops from 500 to 50 MPS every day after 9 PM

our cx have noticed that the delivery rate dropped enormously to 50MPS(normally 500mps) after 9pm everyday.

They are making inquiries that if Singapore forbids sending promotional messages after 9pm everyday.

Would anyone kindly tell me
