Yes, this is because of a rate limit. The SMTP protocol is complementing the IMAP procotol because it's the only protocol that does not send email. We allow low rates of sending for normal email clients and automated systems will probably hit out rate limiting. Depending on your usecase you might be better off looking into using SES to send large amounts of email.
