Have you added the phone number you're trying to send to as a verified destination number?
Since your account is in the sandbox, you'll only be able to send to numbers you've previously verified. https://docs.aws.amazon.com/sns/latest/dg/sns-sms-sandbox-verifying-phone-numbers.html
