Can I register a new 10DLC number programmatically?

I am attempting to help a business owner that is interested in switching from Twilio to AWS. They want to know if there is a way to programmatically register a new customer with a new 10DLC number. As I research the steps required to online a new customer, I am not seeing that this can be done programmatically.
