I added a 'user' from the root account and created 'roles' and 'policies'. However, even if I logIn with the 'IAM User' account and 'Change Role', I cannot access the Billing related menu.

Here are the "permissions" we added to the "user account"

Hello.

Simply granting permission to IAM will not allow you to access billing information.
To be able to access billing information with IAM, you need to enable IAM access as described in the following document.
