What limits for the EC2 usage is the limit monitor configured to check? The vcpu based EC2 limits that have been recently introduced or the instance count and instance type based limit?

5.3 does cover vCPU based. https://docs.aws.amazon.com/solutions/latest/limit-monitor/considerations.html#supported-checks "The AWS Limit Monitor leverages AWS Trusted Advisor to check usage against service limits." "The Limit Monitor can also monitor vCPU-based On-Demand Instance limits. "
