CLR enabled setting for RDS SQL Server

We have a SQL Server RDS instance that runs in us-east-1. We just upgrade the instance and the "clr enabled" setting went from 1 to 0.

In the default parameter groups, the "clr enabled" setting is set to "1" correctly but when my SQL Server RDS Instance fires up, the setting in the db runtime is "0"

Anyone have ideas as to why this setting doesn't go through?

Can you please confirm the upgraded RDS SQL Server version?. Please note that on RDS for SQL Server 2016 and lower versions, CLR is supported in SAFE mode and using assembly bits only. CLR isn't supported on RDS for SQL Server 2017 and higher versions.
