Yes you can. For private hosted zones, you can make use of the Route 53 resolver service, as long as the associated VPC is reachable from your network over Direct Connect, VPN

For resolving records in your private hosted zone from on-prem, you can do so by configuring the DNS resolvers on your network to forward queries to Inbound endpoints in your VPC to resolve records in your private hosted zone. Please refer to the link below for guidance on this;
