eb init error ! ERROR: NotAuthorizedError - Operation Denied. User: arn:aws:iam::555371343616:user/localstack

Hello,

I'm trying to init eb cli under windows 11.

after a successful aws configure, I need to use use the eb init command to deploy my forst simple python django project to elastic beanstalk, I have this error message :

ERROR: NotAuthorizedError - Operation Denied. User: arn:aws:iam::555371343616:user/localstack is not authorized to perform: elasticbeanstalk:CreateApplication on resource: arn:aws:elasticbeanstalk:eu-west-3:555371343616:application/rds_db_test

I never created this user.

I installed localstack in the past but I removed it.

In the folder : C:\Users\LJO\AppData\Local\Programs\Python\Python310\Scripts>

What could I do ?
