RDS not able to connect from India wherein its connected from US

When our developer accessing the AWS RDS from India , he is getting error "Unable to connect to Local Host". But when we are trying from US its working as expected . so we tried to connect us on India VPN and we getting the same issue as well here

Concerned Error : Unable to connect to Local Host

Kindly note that the inability to connect to an Amazon RDS DB instance can have a number of root causes. Here are a few of the most common reasons:

  1. The RDS DB instance is in a state other than available, so it can't accept connections.
  2. The source you use to connect to the DB instance is missing from the sources authorised to access the DB instance in your security group, network access control lists (ACLs), or local firewalls.
  3. The wrong DNS name or endpoint was used to connect to the DB instance.
  4. The Multi-AZ DB instance failed over, and the secondary DB instance uses a subnet or route table that doesn't allow inbound connections.
  5. The user authentication is incorrect.

Considering information at hand, I would recommend you to verify the connection string used for initiating the connection, i.e. please make sure that the RDS endpoint is mentioned in the same.

E.g. mysql -h <RDSendpoint> -P 3306 —user=<user_name> —password=<password>

In case the above string is correctly used, the issue would possibly be related to the second point. Please check the security group, network access control lists (ACLs), or local firewalls for the inbound rule for source IP from when you intend to access and the correct protocol for the same.
