Service Quota and Spot Instances vCPUs

Customer is running at-scale processing of large datasets with Spot Instances. They want to know their limits for vCPUs per region and per account, however this information does not appear in Service Quota. However, "All <insert-instance-type-here> Spot Instance Requests" are available, but this limit is different from the "vCPU limit". What is the correct way to understand the limit on Spot Instances that the customer can launch?

As of October 2020, Spot Instances moved to a vCPU based service quota and not instance based. The number seen in the Service Quotas page and the EC2 Limits page addresses the number of vCPUs in their quota. For example: In the quota with the name "All Standard (A, C, D, H, I, M, R, T, Z) Spot Instance Requests" you can see that the description is "The maximum number of vCPUs for all running or requested Standard (A, C, D, H, I, M, R, T, Z) Spot Instances per Region"
