rds instance stuck in status stopping

After a migration with dms my rds instance was showing storage full alerts. I tried to stop the rds instance in order to increase disk capacity and memory but my instance was stuck in the "stopping" status. I tried to force restart, but it doesn't work. My instances do not have multi AZ.
