Check that the user pool is enabled in IAM Identity Center. The error message indicates the user pool may be disabled. You will need to enable it to allow email verification.

I'm directly syncing my AD users to IAM IDC. I have not created any explicit user pool in Cognito. I'm following the steps mentioned in https://docs.aws.amazon.com/res/latest/ug/manage-users.html#sso-idc and it doesn't explicitly mention anything regarding cognito user pool creation.
