I'm wondering why there are two trails setup for management events only.
CloudTrail logs management events across AWS services by default and is available for no charge. First copy is free and after that $2.00 per 100,000 management events delivered (after first free copy; see AWS Free Tier for details).
You'll simply turn off the other trail if that is not required and that way you'd avoid other management event cloudtrail charges.

Additionally take a look at this AWS Free Tier, where I filtered with tier Always Free type and you can see in below snapshot cloudtrail first management event is free of cost.

Thank you for the info. Is there a way to see which of my trails is being used the most, or is the primary one?
You might have already done this but you can check in cost explorer too.
Go to Cost Explorer -> Choose Date Range in right pane Granularity -> Monthly Dimension -> Usage Type Service -> Cloudtrail Apply
This will also give you an idea about charges.
I'd suggest you to turn off the one which you created manually use AWS Billing and Cost Management console to find the exact details. Please refer re:Post Knowledge Center Article and remove the trail.
