Ratio-based or Active/passive load distribution with NLB

This is possible with an ALB via the listener rules and target group weights but not with NLBs....it could be achieved with an additional NLB and Route53 weighted records but you would have to consider the additional NLB cost in this design and ensure appropriate route53 healthchecks were in place for both NLBs
