Creating a EMR Cluster, Failing!

Have not been able to create a simple EMR cluster all day! Keep getting:

• 2023-04-11 20:38:09,360 INFO i-0e6c8c961472af934: all bootstrap actions complete and instance ready

Failed even when I created a new AWS account. Any help appreciated!
