Why do I suddenly see Amazon Virtual Private Cloud in my AWS costs?

I'm looking at my AWS costs and I see this:

Starting from Februrary 2024, I starting seeing Amazon Virtual Private Cloud that costs around 7$ a month.
I didn't add any new service, so I have no idea why this appeared suddenly in February.
I'm only using two VPS, S3 and SES service.
Also what about the taxes appearing in December 2023?

Effective Feb 1st, 2024 there is a charge of $0.005 per IP per hour for all public IPv4 addresses. Here is more detail about the change. You can further verify this in Cost Explorer by selecting Amazon Virtual Private Cloud under Service as the filter and Usage Type under Group By. Look for usage type that has "PublicIPv4:".

Hello,

Effective February 1, 2024, there will be a charge of $0.005 per IP per hour for all public IPv4 addresses, whether attached to a service or not (there is already a charge for public IPv4 addresses you allocate in your account but don’t attach to an EC2 instance).

These charges occur under VPC (Virtual Private Cloud) service. In cost explorer Group by Dimension and Filter Service by "VPC (Virtual Private Cloud) will give you the details that the charges are of "PublicIPv4:InUseAddress" and "IPAddressManager-IP-Hours"
