Elastic Beanstalk instance stuck in shutting down state

Question

Below instance ids are stuck in "shutting-down" state, which is not allowing the attached EBS volume to be released. Instance termination and force detaching are not working. Please assist promptly as these are our production instances

If it is in us-east-1 (N.Virginia) region then this can be attributed to the LSE, so please wait for it to get resolved.
