How to write config file to apply SES policies for Elasticbean stalk

Hi,

I have written code to send email through boto3 in my application which implemented in flask. It looks like default deployment through Elasticbean stalk does not give permission for SES, so I had to apply them manually from console to make that work. I know we can write .config files for that but I could not find any documentation for syntax. Can anyone help me on this.
