Docker container API is not working in AWS Linux VM

I have start the docker API for loading of model. Container is running successfully but in browser it is showing --> This site can’t be reached (http://13.189.100.89:8051/v1/models/my_model) refused to connect. Try: Checking the connection Checking the proxy and the firewall ERR_CONNECTION_REFUSED

What should be the possible reason for this. And how to solve this issue.
