Hi,
In some services the resource-id can be the name of the resource, so the only thing that can differentiate is the partition or region, for example, two SQS with the same name, in the same account, but in different regions:
- arn:aws:sqs:us-east-1: 555555555555:teste-43523523543
- arn:aws:sqs:us-east-2: 555555555555:teste-43523523543

I got how ARN is unique to a resource and cases where resource name can be resource-id. But I still have doubt on resources where resource-id is randomly generated like EC2, VPC. Does the resource-id for those resource has the chances to be same for different account.
