Data Transfer Out charges - Just packet payload or payload+headers?

Inquiry from a customer: In the case where AWS VPN is used to connect to on-prem, when AWS tallies up data transfer out, does that tally include the IPsec overhead on each packet?

Yes, it includes the IPSec Overhead along with the encrypted payload.
