RDS Postgres Instance Stuck In Modifying

I wanted to switch from Magnetic Storage to SSD overnight, and this morning the RDS instance is still in the "modifying" state. I also applied a custom parameter group. Only some of them have been applied, and the instance still says it is using Magnetic storage. I can currently still query the database but am concerned that it has been modifying for 12 hours now. What can I do to troubleshoot this?

Typically changing storage type does not require much time. However you have a large magnetic source volume which requires a full copy. The modify volume process on your instance is still in progress.
