instance is stopping for about 25 mins

After we have received email from amazon about scheduled retirement date, we decided to stop and start my ec2 instance.
After clicking stop, it is still stuck on the stopping status for a long time about 25 mins. Shall we wait for the instance to stop? or do we required to do anything else?
We don't want the data to be lost.
