You could trigger a Lambda from RDS DB Instance events for storage modification, then in the Lambda query the DB Instance storage size and either alert to SNS directly from there or write a custom metric value and set up an alarm.
Thanks, yes we will follow this approach by triggering a Lambda function on the RDS-EVENT-0218 (autoscaling completed) event.

Not quite. We want to know when the allocated storage expands above a certain limit for cost-optimization purposes. FreeStorageSpace won't help us in this case.
