Can't Upgrade Aurora Postgres Cluster Anymore

Question

Until last week, we were able to upgrade from v13.10 to v15.3 without any problems. Now we consistently get an upgrade error where nothing in our workflow has changed.

Steps to reproduce:
* Clone Aurora Postgres v13.10 Cluster
* Upgrade new cluster to v15.3
* View very terse error that the upgrade did not succeed without further info.

Hi,

There are two upgrades within RDS, minor upgrade, major upgrade.
