Amazon RDS SSL/TLS Certificate will be rolled back after updated

I already updated CA Certificate up to rds-ca-2019 then I created a snapshot of that but my CA Certificate became rds-ca-2015 when I was restoring created snapshot. did I missed something?
Snapshots are considered new instances when they are restored so they will have the old certificates by default. Starting on January 14, 2020, however, all snapshots will receive the new certificates.
