Gamelift Flexmatch Matchmaking Failed With 'GameSessionError'

I have noticed a few tickets are failing with status 'GameSessionError, server not in a state to accept player' once I stop backfill for the session. How can this issue be addresed? How can I ensure the queue is not processing the ticket with a backfill request for which the server is not accepting anymore players now?
